The issue seems to have been resolved and CityVille players have been able to access their cities. – (source: Official CityVille Forums)
Does the loading bar for CityVille get stuck at 93% and give you “Error #28”? Did you recently upgrade your Television Tower? You’re not alone.
Many players are reporting that they are unable to load their cities after upgrading their Television Towers (Official CityVille Forums).
I’m sure they’ll get this resolve soon but for now I wouldn’t upgrade your Television Towers just yet.
